Ok bro. Here ya go. I made 2 with the 00FFFF color. First is stock and second is chrome like. Which ever one you like, delete "cyan" from the zip name. PC36IMG.ZIP. just move it to sdcard and reboot into bootloader. Follow the prompts.

Very nice. I noticed you named them with the PB31... filename and instruct us to flash them through the bootloader. Can they also be flashed via recovery like most other flashable zips?

No they cannot. You flash it like you flash a radio.. rename the file, and put on root of sdcatd, run bootloader. It will find the image and update to it..

I have the design and photoshop ability, but need someone who knows how to get in and modify the xml/images in the apk. I'm looking to theme gtalk and an aosp mms app if we can get one that works.

Don't know where your searching but search in google play and search cm10 theme ... those work with paranoidandroid

Themes Metal And Red Metal
were made by me for my roms TN_Elousions2 and TN_Elousions3
both sense1.0 roms.
These should work on any sense 1.0 GB rom providing you did not
make any major changes to the rom, other then theme it.
these two builds feature transparent ui, themed app icons, system settings icons, avp icons,
toggle buttons and much more little details.
also moves the status bar clock to the carrier bar.
there are a few other themes in my dl link aswell as these 2 hope you like. enjoy.
