How can I accomplish this? I want to run both oxygen and ics at the same time.

Can't run 2 roms simultaneously,, if that's what you mean. There is am app called boot manager, and you can run up to 5 roms from SD. Its in the market, I believe, but can also be found in the evo forum (Themes and Apps subform)

I experienced the same problem & I just wiped it with TB n started over again by adding all my threads
