I had this same problem on a forum that I moderate. My solution worked extremely well, though. Every time someone created a thread that was not on topic, I just locked it. I didn't peruse the thread (except for the first post, on occasion, if the thread title was ambiguous). I didn't care where the discussion had gone. No post explaining why it was locked. I didn't move it. I ignored any PMs to me about it being locked (and created a sticky entitled, "Why was my thread locked?!" for those people to read).
This worked fantastically because (1) regular forum members stopped posting in threads that were not on topic, and (2) irregular members stepped up the quality of their posts because they were forced to read the rules.
So that's my suggestion. I'm willing to do it for you if you guys are in need of assistence.
I'm an experienced user, i've been using roms on my old 32A Magic phone for a while never had to ask stuff really, but now I have a problem with the new CM7.2 ROM and I really wanted to ask something in the proper thread but since I didn't have the previleges I have to open a thread and post stuff to reach to minimum number of posts. Sorry for inconvinience dear mods.

First off, starting threads to complain about the 10 post rule is just silly. The mods will most likely delete it and you'll be back to 0.
Secondly, if you have a question then just search the Q&A forum for your device, and if it's not already asked then start a thread there.
Personally, I hate people asking questions about ROMs and the like outside of the original dev thread. I think the 10 post rule should only apply to creating threads in the dev forums, not posting.
But I digest.
As I said - the Q&A forum is apparently the correct place for this.

I agree..it's pain in the arse..i understand the reasoning but when you've worked in IT or have some semblance of knowledge it's very frustrating and makes no sense when it's a comment about a thread it should be within the thread...i shouldn't have to jump thru hoops first to show that i can post...it surely can't be worse than some of the other crap i've seen people posting..esp when it's already been answered earlier in the thread...that's just lasy...or dare i say it..stupid
A little ask of OPs of Q&A threads referencing something in Development -- In the lead post, would you put a link to the ROM/kernel/app thread in the Development section?
Often I find out about something I might want to flash from the Q&A thread. It would be nice to be able to just click and go there. Even people already using whatever the thread is about could more easily get updated versions, for example.

I think I'm an experienced user and I want to ask why my Sesnsation with CM10.1 KANG by albinoman887 detects RIL as unknown, but I can't because I have to write 10 posts outside development section, I have to spam?!

No you ask in your devices Q&A forums. You dont need to spam the threads. Questions dont belong in the development forum or threads. Mainly a basic question like that.

WTF is it with people? You've been a member of the forum for 4 months now and haven't bothered to post once, to attempt to help another user, even to say "Hello" in the relevant thread?
You DO NOT need to spam. What you want to ask is a QUESTION, so how about asking it in the Q&A forum for your device?
The DEVELOPMENT thread that you so badly want to post in is supposed to be reserved for DEVELOPMENT posts, not for questions.

There is no particular difference between those two, just the release region. But the features are the same and everything else is identical.
Yes
Network symbol (H&E) is smaller in Asian retail. Also no indication of network type when data is disabled just an exclamatory symbol, in Brazilian version it is in grey color.
Also in Brazilian ROM tower name is shown below network provider name but in Asian retail that option is not available.
So no real difference then,just some aesthetic differences.
No reason for me to install asian fw then,thank you!
