Look for the thread titled '2.3.3 link' in general. There is a link to the stock 2.3.3 rom there.

I just bought the Huawei Ascend TapOut versoin (with 2.2.1) and need instructions for how to do a ROM dump. Nandroid backups for some reason are not restoring properly.

Yes you can do that, please search the forums there are many post on this.
There have been some issues users face after upgrading to beware and hope you take a nandroid backup before flashing JB rom because if you want to reflash your stock ICS rom you will need to do factory reset
