yes, put the ruu_signed.nbh in the same folder as the ROMUpdateUtiliy and run Romupdateutility.exe.

Exactly. It requires USPL installed (http://forum.xda-developers.com/showthread.php?t=320155 , if u haven't yet done it). Download and extract http://rapidshare.com/files/119224728/03.21.90.zip.html (it contains rom radio 03.21.90 and ROMUpdateUtility too), enter bootloader mode (soft reset while holding camera button) then just run ROMUpdateUtility.exe . It will only take a few secs to update

radio ROM means the part of software that helps u recieve the signal and controls ur telephone so that u can make calls, sms etc

I had the same idea last January 2008 when I first got my Elf, funny enough, I believed I could listen to the local radio stations with my Elf. and after a bunch of reading, I got disappointed. You're not the only one confused
Im still in 03.18.90 version, and still testing, no problems yet with this, maybe in a few weeks time, I'll try to flash this new version, Hopefully, I wont brick my Elf again with a bad flashing
Anyone using this new radio yet? Better or worse than the 03.18.90? Any feedback would be appreciated....

Depends... Granted that you are looking for the latest european ICS stock rom, you could download this : RUU_PYRAMID_ICS_HTC_Europe_3.32.401.5_Radio_11.69.3504.00U_11.22.3504.07_M_release_246089_signed.exe and launch the executable straight from Windows after having plugged your phone in...

I finded a few links over google and xda, but links are mostly dead or unresponsive, i want to put my phone back to original state without superuser and all, and that RUU is highly needable to me, if anyone have it, please leave a link or contact me over PM...

I tried and when the program start updating my phone with that ruu it says its not correct version of RUU, the link you gaved me its very helpfull but they dotn have correct version, there is 1.17 version and I need 1.42

You must not have looked very hard. There's a Sprint stock ROM in my thread in the Android Development forum.
