bootloader.img and radio.img must be in your sdk\tools folder.
Boot into bootloader/fastboot mode
To flash the radio, use the fastboot command:
fastboot flash radio radio.img
select "reboot bootloader" and you should see the new version of the radio
To flash the bootloader:
fastboot flash bootloader bootloader.img
select "reboot bootloader" and you should see the new version of the bootloader
The new version numbers:
radio I9020XXKB1
bootloader I9020XXKA3
The versions that came with my phone:
radio I9020XXJK8
bootloader I9020XXJK1

also. if you haven't make sure you wipe dalvik/factory/cache to see if it would fix it.
its just difficult whether or not to say if your device is defective because you flashed a custom rom.
was it like this when you were on stock?
try flashing netarchy's 1.2.5 cm7 compatiable kernel as well

you can but there is no fastboot for the old radio available. it might be in the 2.3.2 OTA and you can pick it out from there but im not sure if its there since there wasn't a radio change in 2.3.2.
There wouldn't really be a reason for me to go back though right? Also I would still be able to flash, things from the bootloader?

yes. flashing the updated bootloader is optional, but thats up to you. im not responsible for any bricks, i would just update both of them.
both of those two files are extracted from the 2.3.3 OTA.
there has been a great number of feedback that says that this radio definitely helps.
to figure out if your device is defective or not (it probably isnt).. return back to stock and see how it is. it could be based on your location since you are in a EDGE only area.
Thanks for your help. I put my sim in my G1 and it was even slower so I don't think it's my device
Edit:it was just like this when I restored back to stock

It's most likely your area then. If you could get a backup of the old radio, you could try the new radio and see which one is better performance.

I didn't want to change the radio firmware because its the firmware that came with the inspire 26.06.04.06_M. I updated RIL and afterwards the GPS gets a very solid lock fast 9 points. I now get 5 bars, I was getting 3 and the calls are more clear.
Please see this link here. I booted to recovery mounted /system and then ran the zip file update. Rebooted twice (I know what is the deal with the twice factor?) And, everything works great now.
I figure that updating to newer drivers is a lot safer than updating the radio firmware and I was correct.

should we flash the RIL you posted if we are on gingerbread or froyo? Does it matter?? I assume its safe with any gingerbread rom since you are running one...
and to the others...all you really need from that post is the install steps, which couldn't be any easier to understand:
zikyHD said:
Installation: (Tks to siedkins )
1. Reboot into recovery mode
2. Full nandroid back up
3. Select flash from SD card - select radio
4. Should get a notification to reboot to apply the radio flash
5. Once rebooted it will automatically take you back into recovery mode
6. Mount "/system"
7. Select flash from SD card - select RIL
8. Reboot once that has flashed and cross your fingers !!!

choosing a radio is really by preference so the best advice i can give you is to experiment with a couple of radio's till you find 1 that works well for you thats what i did
it wouldn't make no sense for me to tell you to flash this radio or that radio because some radio's may work good for some & not for others ya digg
I meant no point of flashing a stock rom 2.2.1 radio when I'm using gingerbread eh?

This might be an easier way for some of you to do this.
http://forum.xda-developers.com/showthread.php?t=1061712
This has a .zip you download that will include 3 files. The new Radio, already in a bootloader ready PD98IMG.zip file, a file called id10ts_ATT_Custom_ROM_Speed_Booster.zip (which is actually just the new RILs and the Prop Editor app (which can be removed) which is CWM flashable, the 3rd file (telephony.db) will not be needed for this process
Put these 2 files on your SD, boot to bootloader and install radio. Boot to Recovery and flash RIL. Done
On a side note - I have not been able to get GPS to lock for the life of me on the last 3 or 4 ROM/Radio combinations I've had installed. I've tried every single fix on these forums and nothing seemed to work. I was most recently running Android Revolution 5.1.3 (Gingerbread ROM) with the recommended GB radio. I flashed this new ATT radio, flashed the RIL, flashed the radio again, flashed the RIL again, and I appear to have GPS back. Finally.
I just bought a xoom from a friend. The build is HTK75D, and I suppose its a 4g model, thats what she said and it has the fake plastic clear 4g sim card in the tray.
Im only using it for wifi as I am an ATT customer, just got a good deal on it.
I guess my questions are
1. Apparently it hasnt gotten the ICS update because it says its recent with 3.2.1
2. Universal root is safe with this model right?
3. What custom roms are compatible with this xoom, and I am not using the cellular radio at all, so if the rom disables that...i dont care.
4. Is there a return to stock tutorial for the xoom that I can bookmark?
any help is greatly appreciated.

not to my knowledge, but its rather easy. Do a nandroid backup right before rooting (from the already installed custom recovery). If you ever want to go back to stock, just restore this backup, reboot your xoom, let it boot (that will overwrite your custom recovery), go back into the bootloader and issue a "fastboot oem lock" from your computer. You will get OTA updates again, however it can still be detected that you have unlocked your xoom before, thus your warranty will still be void... (after unlocking "fastboot getvar iswarrantyvoid" will always return "true", there is currently no way to get that back to "false")

I had my TB running Zeus Skyraider. I was having some minor issues but nothing that really scared me. I decided to restore it/unroot it in case I had to bring it in. I used the app thunderbolt restore. Now it won't boot past the white "HTC" screen and it only says HTC, no "Quietly brilliant". I can get to the bootloader but it automatically tries to install a update and won't let me do anything other than reboot. I'm really scared I bricked my phone. Any help would be greatly appreciated.
I should probably also mention that it did boot up once and everything looked fine, and then I tried to install a verizon OTA update. That is when it started really having problems.
You might yet clearing your cache.

But I can't even get to recovery. The bootloader won't let me.
After the bootloader checks IMG150 or whatever it asks if I want to start update. Whatever I say it just leads to the plain HTC screen again. It also says "***LOCKED***" at the top of the screen. Is my phone completely locked?
The bootloader is locked. Perhaps flash an RUU to return to stock rather than an ota.

Ok, I am pretty bad at this stuff. Can someone point me to an appropriate RUU. I don't know what I should use. Does the radio I had before restoring matter or anything like that? I just want to know exactly what I am doing before I do it.
Okay, Zeus is gingerbread, so if you were running that, then you are best served flashing one of the gingerbread RUU files. You most certainly do NOT want to flash a froyo version.
Development Stickies have them. Read up on how to flash it.

Yes.
Remove the SD and then try to factory reset from the bootloader.
If it doesn't work remove the PG05IMG.zip off of the SD and then rename this https://dl.dropbox.com/u/61129367/Stock-ROM.zip to PG05IMG.zip and put it on the SD and then boot to the bootloader and run it. Then remove the file from the card and try to boot.
So nothing ITT seemed like it helped because the phone was not booting up all the way, but this morning it was on and everything was working so, I think it is at least in a state where I can take it to a verizon store and see what they can do about it. Thanks for all of the advise everyone.

Does one ever really NEED to update your recovery? I currently have a very early version of koush's touch recovery (v5.0.1? or 5.1.0 something). and also, if i update my recovery, will it erase my entire sd? (like when initially flashing a custom recovery) Thank you

No it won't erase anything.
And it depends on which version you have. Some versions had bugs that got corrected, some have new features. It's not necessary most of the time unless you got a very old one with bugs, obviously.

Although it's not "vital" to update the recovery, it's always worth doing so.
having it updated means new feats has been added or bugs have been ironed out.
I, for example, lost my IMEI due to something wrong happened while flashing, caused by either the .zip or the recovery, not sure which one though...

Im on a customized rom now. Do you think its best to allow my phone to take the upgrade....go back and re root real quick. and then reflash the old baseband.
Or just flash the new build and reflash the old baseband.
I heard it best to allow your phone to take the OTA from verizon, which if I do I will obviously loose root...

It depends on what you want. The rom does not change the baseband. If you want to stay on the old baseband just flash a new rom. No need to reroot and go through all that unless you just want to.
