Voicemail app

I'm looking for an app that sends a voicemail to someone. I don't want to talk to them, just send a voicemail. Is there an app for this?

What if they pick up the phone?

I dont think thats possible since most voicemails are a service and the actual voicemails are on there servers most of the time... Not exactly sure but I'm pretty sure thats how it works!

What do you use to...

Chat with people using the front facing camera? Skype was what i was using til i updated to ics... Now it isnt working like it did...

Anyone know of a android app that let's you post a collage with pictures and a video to instagram... Like picplaypost for IPhone... Looking for one on android
