Is there any chance of a universal remote control app for home theater, that would connect to an IR blaster by Bluetooth or WiFi?

If it doesn't have BT, and the controllers doesn't use IR, how do they then connect?
it uses 2.4 ghz wireless technology. Similar to a cordless phone. There was wireless before bluetooth
Would like to connect to my PS vita but when I try to pair both screens show the pass key I press okay on ether one and they don't connect. Anybody know a way to get this working? I'd like to send music and stuff from Xoom to PS vita and so on.
Vita's bluetooth only supports A2DP (Advanced Audio Distribution Profile), AVRCP (Audio/Video Remote Control Profile), and HSP (Headset Profile). So it's only good for headsets and headphones/earphones pretty much.

Keyboard/mouse maybe. I doubt bluetooth has the bandwidth for streaming video though.. probably need to go over wifi for that, which is built into windows.
I have a Magicsee n4 s905x Android TV box, but it has no Bluetooth. Is there a USB Bluetooth dongle I can add that will work?
ALSO if it does work, is it possible to use two Bluetooth devices at the same time, e.g. a Bluetooth game controller and a Bluetooth remote at the same time.
Any recommendations for a USB hub as well?
Is there any way to connect bluetooth and have audio go through two devices? I have a helmet and a bike that could seamlessly control the audio coming out of my old phone simultaneously. Is there a hack or app that could allow this to happen with the pixel?
