I currently bought a Samsung galaxy s vibrant from the US, and i am wondering if it is possible to change the language to Norwegian ? I`ve heard about ROM, but i dont understand anything, could someone walk me through, if possible?

I recently bought a galaxy note 10.1 inch N8000 whilst in China, however I am unable to download any Google Play Store apps, Facebook etc. I was told by the Samsung Service Centre that I need to custom "root" my device as China places some sort of block on their devices.
The device is an original Samsung product.
Can someone please explain to me on what needs to be done? Please help!!! Totally new to this.
