It won't work as the Bootloader is not open. As soon as it is completely cracked we should be able to install CE7, but then again: the Drivers would be missing. Also Phone 7 is not based off CE7, CE7 was released after Phone 7, which is still based on CE6.x
Well, HTC bootloaders are open (at least up to a specific version) and you could probably build a ROM that would work. I'm not aware of any current efforts to do so, though.

but only the ones covered by HSPL / RSPL and most devices that were updated to mango via zune are on 4.x or 5.x which are closed again - correct me if I am right

If no, how WP7 ported on HD2?
ask cotulla , he did run ce7 on hd2 , there are even pic's videos from.
the problem is that you would need to build your own ce7 build for the phone and that isn't that easy to do.

hd2 was a test phone for wp7 so it isn't ported to that phone it was simply build by MS/htc to run wp7 (build 6***)
after that dft dumped that early build and rebuild it with the latest os build's
that is way the camera and touchscreen arn't that good on hd2 (htc just didn't make good drivers for it )
all drivers for hd2 are still old build drivers from that test build and they didn't got updated by MS/HTC.

The rt device is released, and can it be dumped like the android device? If it is possible, can we use this to flash to other android device which used the supported cpu such as tegra2 because the win8 demo version has run on tegra2 pad

Of cause you can dump it, and no, you can't flash it to anything else.
Why? Answer is simple: no UEFI on android pads.
But when someone would write an UEFI port for the existing android device - then everything would be possible. Even running unlocked RT that would support sideloading of desktop apps. And this work is already in progress (not by me).

There's always a way through - trouble is sharing windows 8 rt system dump is likely illegal so would be distributing a custom rom based on it. Which means there will be little work done on porting it to other devices. I'd love to have a look through a dump though

Since Windows is x64 and x86, and the tablet is ARM , no, and Windows 8 (RT) wouldn't work due to the fact that there is no driver support plus a few things, so shortly, No, this isn't possible

You guys do know that Windows requires an x86 CPU right? There are also firmware needs. Most Atom devices can not run Windows because of no firmware support.
I think best way to have Android and Winders on the same device is buy a Windows device and run Bluestacks or Andy or another Android emulation solution.
IF you can find it, there are some builds of x86 BOCHS / etc in apk format that will virtualize an x86 pc on android, but the last device I tried that on was my HTC One M7 and it took about ... 45 minutes minimum to boot up windows
