Android has been ported to most Winmo phones. Why is it that the reverse, Winmo on android phone, is not possible?
It is definitely possible. It would just require:
1. An artificial bootloader/emulator to be coded for android that could run a Windows CE kernel
2. Kernel adjustments for different phones to emulate different WM hardware/software functions
3. Specialized windows mobile ROMs to be used with aforementioned kernel.
So who would want to go through all that trouble to have an outdated and clunky operating system emulated on their device?

I'm a Computer Engineering Student and i want to be expert in one of embedded devices OS.
but i'm confused to choose Linux-Based OS like ANDROID or Windows-Based OS like Windows 8 (ARM)-Windows Phone 7-Windows CE.
I'm already have DM3730 Cortex-A8 DevKit.

Would it be possible to use windows 8 on our android phone like we made ubuntu work? or even make it a custom rom??
With ubuntu we pretty much just mount the .img and connect to it with vnc right? couldnt we do the same with the dev. preveiw of windows 8?
On the new Intel processor phones with the x86 architecture yes but not on our current phones only with remote desktop or vnc we could control our desktops with a good internet connection

I just learnt about Intel and Samsung's upcoming mobile OS, Tizen. Since it's running on a Linux kernel, would it be possible to port it to the Sensation or another Android device?
No thoughts? Tizen is based on the former collaboration between Intel and Nokia, MeeGo, and will feature apps mostly written in HTML5 (HTML, CSS, JavaScript) running on a Linux kernel. The SDK v1.0 was just released. Samsung will feature this OS in some upcoming devices.
