Checkout my new app, VideoWall for Android.
You can set your videos as your live wallpaper and the video will loop endlessly. You can even select the part of video which you want to be played as a wallpaper. I tried to minimize the toll on the battery, but of course there will be some impact as like with all live wallpapers.
It's a fully functional free app, but has ads to support development.

Folks, important detail to pay attention to is:
When you install it, make sure to set it both for the Lock- and Home- screens
