Why can't I download files from a link on this forum? why can't I post the link here?

hi and welcome to xda
the restrictions you mention are based on your junior status, until you have a certain amount of posts (don't ask me for details, can't tell you anyway) you won't be allowed certain actions, e.g. posting urls, downloading files, creating a signature, ...
this is due to spam reduction measures taken in the forum (as stated in the link above), so with a little understanding and patience, these issues will resolve themselves in due time

Rom Development - only meant for very advanced technical discussion directly related to ROM development activity and the delivery of actual ROMs and ROM components ONLY. Nothing else goes in here.

EDIT: BEFORE POSTING ANY THREAD IN THE DEVELOPMENT SECTION, PLEASE READ THE FOLLOWING:
If you have developed a ROM, or are working with others to do so, the development forum is somewhere to discuss and share ideas, post useful feedback and logs or crash dumps, and to discuss a common goal developers are trying to achieve.
It is NOT the place to post your question because it gets higher traffic, or because more experienced users frequent it. Doing this just annoys those who are working on the device, and drives them away. Developers don't want to wade through 20 threads of "Help me urgently" to find their threads for porting and fixing camera issues etc. Similarly, if a thread is designated as discussion for developers say, porting a camera fix, please do not post in there asking "When will it be ready?", "Can I flash this yet?" etc. This is both completely disrespectful to those working on the project (you evidently haven't read the important posts in the thread), and also is making it harder for developers to find comments from other developers or testers when required.
Similarly, don't make loads of "Thanks for your work here" posts in an active development thread. It's just as annoying to developers as asking when something will be ready. If a ROM is complete, then go ahead and thank the developer if you wish, but don't go into threads for devs only, and interrupt it to post "thanks". It's basically spamming, and is treated as such.
If you are posting in development, you should have read every sticky and notice there, and should be actively developing or helping in the development of something. Developing isn't installing a ROM, or using a tweak, it's creating a ROM or other hack or tweak. If you haven't read for several days before starting out on XDA, you are likely about to ask something already solved. I registered on XDA when I first wanted to post, and that was to join in a discussion on something. Sure, join up and ask a question, but read the information available in General and Q&A first, as your question will have been asked before. Search is your friend here, become familiar with it.
Regarding when to post in development if you are not actually developing something, there is one occasion where it's acceptable. If you find a leak of a new ROM, which isn't already posted, and you verify it's legitimacy via either running it, or based on the source you obtained it from, then this is assisting in development, and should be posted in development. If you want to ask when a leak will be available use search first, then if not already in discussion, open a thread in general or Q&A.
If you have a problem flashing a ROM, this is NOT related to development. It's up to you to determine if it is specific to a particular ROM, and post useful information in that developer's existing thread for the ROM. If it happens on more than one ROM, and isn't a known issue (remember you should read several times more words than you post), then find out what you are doing wrong. Check guides written by others, try to repeat the problem and see if it happens every time. Something needs to be reproducible to be fixed effectively.
Once you have identified what you need help with go to the device Q&A forum (general if device lacks one), and make a clear, informative thread that explains the issue, and what you have tried doing to fix it. Did you re-download the ROM? Did you ask a friend to flash it for you, to reduce chance of user error? What steps (exactly) did you follow? What errors did you see (exact wording)? Did you double check all the steps? Did you do a wipe or hard reset?
If you make a clear, concise, yet detailed post, you will find help forthcoming, and should get the problem sorted very quickly. If someone suggests you try something, report back on what happened, did it work etc. Then, next time someone has this issue and searches, they will find this and have a verified and tested solution.
So remember... before you start a thread in development, ask yourself what you are developing. If you can't answer, then stop, step away from the post button, and think about where you are posting. Would it be better in General or Q&A, or is some more time with your best friend, search, required?

I am locking Tutorials to try and keep them clean, Please try to add a page to the wiki or add to another page (all hero tweaks under the page for their specific rom) with what you posted.

[Q] Please remove the 10-post restriction limit!

Isn't it ridiculous to restrict people from posting or replying in the Dev rooms? I've been flashing cm10.1 nightlies heavily for my skyrocket and there is currently an ongoing issue, indeed a very serious issue in my opinion, i.e. audio loss when making or receiving calls. However, using Roger's ROMs from 03/09 fixes this issue. I wanted to give my feedback as well as big thanks and appreciation to the devs (roger_n and TeamChopsticks) for their contribution but it won't allow me.

As I see right now, you are only 7 posts away from having the ability to post on that thread. The 10-post limit may seem counter-intuitive for users only coming on here to post helpful information about a specific development topic, but in fact it has spared developers (like myself) from a TON of unnecessary posts just saying thank you or "bug" posts that have been discussed in detail in other posts. Also, there is a "Like" button for exactly this reason. This eliminates (or attempts to) off-topic "Thank you" posts.

I wanted to upload picture of my phone settings and I got this message: "To prevent spam on the XDA forums, ALL new users prevented from posting outside links in their messages. After approximately 10 posts, you will be able to post outside links. Thank you for understanding! ".
so, in order to prevent spam I need to post 10 posts that I don't need? Is it sounds rational to you??

Maybe try making 10 helpful posts instead of, you know, spamming.
The 10 post rule does frustrate some people, but it serves a very valuable purpose. More information can be found from the link in my signature.

[Possible forum feature] Rules before submitting a comment.

Just an idea I'm not sure if it is a plausable idea but seeing there is so much chatter across devices regarding updates of ROM/Kernels and asking ETA's it might be worth considering some type of popup for the first post each day for logged in users that states the following :
"Respect the rules of the forums : (Hyperlink to rules)
Remember that many of the developers do this in their own time, please attempt to keep things on topic and don't ask for ETA's Developers will provide any information when they are good and ready.
Don't forget to subscribe to your favorite threads ! So you don't miss a thing"
Do you agree to this ? ( check box required here and a time allotment before allowing the box to be ticked )
This way for users who infrequently check back just to look for free stuff that people have worked hard and post baltently ask for ETA's e.c.t are forced to see some basic rules or follow the URL to the forums rules before posting fodder.
I know this would impact some users but a lot of people are regulars and help out others in threads and contribute, these people would likely just accept this once a day when they log in.
I know it won't stop many but then when a mod does chime in they can say hey look you agreed to play by the rules and still you persist in going OT or asking for ETA's and I'd deem that as fair warning.
Some forums have a rules section but its not very promently displayed nor do many people end up checking them a shorter condensed friendly reminder on first login of a day won't really hurt ?
I think there is lot of rules and regulations are there before submitting a comment.It must be important,because of avoiding such an unnecessary commennts. All comments will be made available to public. Comments sent via online form or e-mail, will be posted on the website. Comments sent via paper will be converted to PDF and then posted on the website. We do not edit personal identifying information from submissions, submit only information that you wish to make available publicly.
The online form is accessed by a "Submit comments" link. Attachments can be included.

Increasing Download Speed on Any Android Device

Hi Guys
So I know this has been posted a lot of times before and yes there are a ton of apps out there that claim to increase the speed.
The reality is that most of them just don't work.
My solution relies more on resolving the software/hardware limitations of the device/network.
I would like you guys to try my approach to this problem -

Additional Notes -
1. Google DNS might be better for you than Cloudflare DNS. ( How to check which DNS is the best )
2. 4G to 3G might give poor performance if most users in your area are on 3G (This could be a scenario in developing countries but you should still check it out)
3. Turning off VoLTE helps (if your handset software isn't good enough or network issues)
4. I couldn't do a speed test specifically on data saver of chrome but if anyone has a better insight that would be great
I have also shared my own results here with before and after. (and no I have not tampered with results in any way) -
Would appreciate if people also post there before/after results.
