You need a registry editor.
Say we want to add "T9FrenchLdb.dll"
- copy "T9FrenchLdb.dll" to \Windows
- go to [HKEY_LOCAL_MACHINE\T9 Input Method\MUI\Languages]
- it should be:
"Available"="0409"
- change it to:
"Available"="0409, 040C"
(if you want that T9 French to appers first, put 040C first in that list.)
- go to: [HKEY_LOCAL_MACHINE\T9 Input Method\LDBs]

Yes this is proper guide. But if U don't have any IMB installed or You want to change it there is few more things to do. That's why I'm cabing it.

If it is in ROM - You can't. But if You install this t9 it will replace xt9.

I installed the turkish t9 file and everything is working.
But I have two questions. I was checking the xml file in the cab, and realized that one registry entity is written as "avalible" where it should be "available" under HKLM\T9 Input Method\MUI\Languages.
I was wondering if that is a problem and whether we need to fix it or not. I also checked the english cab file and it has the same problem.
Now, my second problem is weird. I am using turkish t9, but turkish has characters which do not exist in english. When I create an sms with turkish characters, 1 sms is worth 70 characters. normally if I don't use any turkish special characters, it is 160 characters. You can see that, I prefer to replace those special characters with english equivalents when I write sms messages.
So the second question is, is there a way to edit the dictionary of the turkish t9 file? If I could replace all special characters with their english equivalents, I would be a happy man
T9 editor?
In WM5 I was able to edit my T9 dictionary using a T9 editor tool found in the Windows folder on my Smartphone. Does anyone know where it's located in WM6?

You are right. It's my misprint. If we have one LDB it doesn't make any different. But if You plan to add more languages it will posible not work because this is list of installed t9. Thanks for point me that. I'll fix all t9 and upload again.

Yes I have this same problem in polish language. But I have not find a way to fix that. Maybe khals method will work - I don't know. When I got some time to spare I'll ask uncle google about that.

Here's a Greek-English t9 dual language pack. I need both english and greek t9 installed on my phone (as many Greeks do), so I made this cab to avoid installing separate greek and english t9 cab files and editing the registry.

You want to help? So point me to rom which contains that T9 language. Eventually find those two files:
T9(LANGUAGE)Ldb.dll - where (LANGUAGE) is ... You know
T9ImeRes.Dll.XXXX.mui - where XXXX is code of this language.
This 2 files are enough to make fine cab.

Phil's WM6 has german localisation (at least I'm running the beta and 99% of the menu text is in german). Maybe he could upload it separatly so people can use it for other roms.

WM6 emulator are not enough. The files contained in the emulator translate ~75% of the text. To achieve 100% translation, we need files in Vox's ROM.
I didn't manage to get my hands on a French VOX ROM. If someone has a dump, it would be very useful
@qtek_metanol i've extracted & packed the German localisation files from WM6 Alpha.
Sorry, no cab, so you have to do these manually:
- copy all the files from the zip archive to \Windows
- run a registry editor
- go to [HKEY_LOCAL_MACHINE\MUI\Available]
- add "0407"="German"
- go to system > regional settings > language
- choose German
- reboot
There are also windows live mui, you can delete them (those starting with WLM) if you don't use windows live.

I'm the one who made the french language pack. It is not yet perfect because it lacks some files which can be found in Vox ROM.

Same instruction as in German localisation case. It differs only the country code that you have to add to MUI avaiable list.

Do you have mxip_lang.vol and mxipupdate_metabaselang_040C_001.provxml ? These files are related to localization and might contain extra strings compared to the ones provided in emulator.

Thx i must uninstal french language cab before ?
i have probleme with the camera menu they doesn't appears
just copy the missing files.. .
you can also try to overwrite, but for this you must switch the language (eg: to english). because if the file is in use, it cannot be overwritten

please it is possible to extract a 2nd "German Pack" from the "VOX Rom"?
The first one from the "WM6 alpha Rom" translate not everythink in my Phone, i mean not the installt software in that Rom.

PS: not the entire software will be translated, don't expect that your shortcuts name (from start menu) will be translated too. for this you need to do extra work. (or manually or via cab.. maybe someone will take care of this aspect)
also there may be some stuff that are not translated (eg: error report).. because of different versions or because 'mui' is included in exe file..

I'm currently waiting for my Moto G, it should come in next few days. So I want to ask you - is it possible to enable the other languages, which is normally available on the other Android devices? I mean european languages like Czech, Slovak, Bulgarian and so on...

Could you please try it or tell me the options? The fastest solution is usually to flash some other ROM with full language support by default, but this device is so new, that the custom ROMs currently don't exist.

The simplest way is the morelocale2 app - with this you can see that which language is "installed".
The hardest way - translate the apps. - Previously I translated the Motorola Atrix 2 ICS & JB's factory rom and the MIUI V5 to Hungarian Language. I'm sorry to read that in Hungarian wont officially planned the distribution of MOTO G - therefore I start the Hungarian translation on Friday.
This is the method:
You need java jdk(after install you need integrate the place of the java file to the enviroment value - path) and the latest android sdk (just copied the adt-bundle-windows_x86-64 to the C:\Program Files) installed on your computer. Then you need the latest apktool.1.5.2, and the install package fromhere - coiped the unziped archives to C:\Windows
I use TotalCommander - i put the apktool.jar and the app which is need to be translateted (and the framework files) in one folder, then "cmd" comand and install the framework files first:
apktool if framework-res.apk
Then decompile the apps (67 apps has language files, for some reason the DeskClock.apk not working):
outwards:
apktool d-s xy.apk
In the decomplied folder there is a res folder in this, you need to create a new folder - values-cz (czech) or values-sl (slovak). You need to see what in the original values-zh-rCN (China is the folder I'm writing it because it was already a good starting point on the Atrix 2) or in the values-zh-rTW and you must create the same files in the values-cz folder (arrays.xml, strings.xml and plurals.xml). If there are raw-zh-rCN folder in the res folder, you need to create a raw-cz folder, and make the same files in it.
I think I will use the some quad-core Qualcom telephone 4.3 apps starting point.
If you complete one .apk, you most recompile the folder
inward:
apktool b xy (only the folder name does not have the .apk's end)
then locate the folder [dist] subfolder in there you need to delete xy.apk (this is new. APK, but it is good for nothing, because they incorrectly signed)
Now there is a folder [build] folder, which contains the [apk] subfolder, now have to TotalCommander and one side - say the left - is the original apk that smooth TC in megnyitol and in there [META-INF] + AndroidManifest.xml is copied to - its sub-pages [apk], overwriting the files that are in there - it's just right.
Now and back again:
apktool b xy
and [dist] folder now has the right to use.
if the cmd drop an error log, you need to find the errors, which is displayed on the command line.
I have just received the global GSM version of the the Moto G sold in the US (system version 14.14.16.falcon_umts.Retail.en.US), which only comes with 4 languages:
- English
- Spanish
- Portuguese
- French
This paucity of languages is just absurd.
Since it is a gift for a relative in China, I needed the phone in Chinese. Luckily, the UK ROM does include Chinese as a system language (which I discovered at http://blog.clove.co.uk/2013/11/22/motorola-moto-g-languages/), so I flashed the UK ROM following the instructions at http://forum.xda-developers.com/showthread.php?t=2542219 .

I'm also waiting for this phone. I ordered it from amazon.de, now i know that my language will not be there, nevermind, English is also good. And i think, when/if will be CM or OMNI out for Moto G, more language will be there.

Try to install Locale More Pro from PlayStore — vietnam language localization is present there. All apps that support vietnamese would return into vietnamese.
there are some other languages that I dont recognize in the menu, my list is not complete.

I have seen a number of people having issues with the dictionaries that come with the AOSP keyboard on stock ROMs. So I think it is useful if we post which dictionaries come with each ROM (I know a solution is to download a keyboard app with multi-language support including Google Keyboard). I got 176.44.1.falcon_umts.Retail.en.GB and the languages are:
