The 'Pictures' app included with Windows Mobile PDA/phones should be able to rotate and save pictures - look closely at the buttons on the bottom row when a picture is open.
As for videos, I'm a bit confused! Do you mean you want to temporarily rotate your videos so that you can view them on landscape on your PDA? Then use TCPMP (Google it), a great freeware media player that plays Divx/XviD, WMV, etc etc...
If you mean actually changing say, a 320x240 video to a 240x320 one (permanent rotation), then I dunno!

That would take actually re-encoding (I think) which even for a 100MB movie would be a bit too much work for a PPC device.
Such app might exist any way but I don't know any.
Try a desktop app called Virtual Dub. It's free and lets you manipulate just about any format in any way (size, orientation, encoding etc.).
TCPMP can of course rotate to landscape easily.
If you want to reformat the source video itself, as Levenum says, use Virtual Dub and apply a filter to rotate. It doesn't take too long, but is a lossy process because you have to re-encode.
This is definitely not something for the PDA, PC only.

Well I don't have a clue how MIO's camera apps work, as I only have a HTC Magician, but try and check that your camera is indeed recording apps to standard 3gp - meaning it uses the H.263/H.264 (i forgot which) or MPEG-4 codec.
Also, as far as I know, only the most recent 'N' series of Nokias and some other high-end Nokias use 320x240 resolution screens. For Series40 Nokias (eg. 6230), the screen resolution usually sits at 128x128, with optimal support for 128x96 videos. Series60 (eg. 6600) usually have 176x200 screens, meaning that 176x144 is best for them. If your MIO has any resemblance to my Magician, its camera app should have options for you to take video at these lower resolutions.
As for resizing existing video, yes VirtualDub is the best, but it won't support 3GP (from my experience the MOD version will only do AVIs and MPEG-1 and MPEG-2 reliably). You could try ImTOO MPEG Converter (Google it), which while of dubious coding quality will convert many files to many other files. A free and perhaps better option is SUPER, though be wary as it will spit out some out of sync files on some formats (but theres so bloody many formats supported that it's hard to list them)!

I recorded in H.263_AMR 240x320, and since it was sent to a 6630 it wouldn't play it...
I will record and send in 144x176 and try it!
BTW, why does the quality suck on Mio video capture?

Sorry bout the long reply, been quite busy recently with work!
Anyway, video capture isnt a particularly strong point with Pocket PCs and phones in general... their processors cant capture full 25fps video at high quality - remember thats like taking 25 photos a second! My Magician wont do nice smooth video even at 176x144, and I daresay that the Mio range fares worse since most of them use the slower Windows Mobile 5. Thats just something that no one seems to be able to fix, unfortunately .
However CoolCamera apparently will work better with the camera than the default camera apps... however I don't think its compatible with the Mio. Even if it does, you'll have to pay for it :roll:. Also note that it can only record to AVI - Motion JPEG codec, so it wont play back on Nokias.
EDIT: Not sure if this is the same case with Mios, but on my Magician, formatting the storage card to FAT16 makes a huge difference to read/write times! Try that to speed up your video to storage card!

This has probably been asked many times. I've seen the HD2 play movies face to face, is there a program or a format that can be used on the TP2 to utilize the whole screen and not just show a movie in letterbox format?
This "letterbox format" you speak of is a result of the movies aspect ratio not matching that of your phones screen. Getting it to fill the whole screen should be a scaler setting of whatever video player software you are using.
By default most software is set to maintain the correct aspect ratio while keeping the full frame of the video visible. You want the setting that maintains the aspect ratio but zooms in on the video to fill the entire screen. The name of such a setting is variable between different applications; on Media Player Classic in Windows it is called "Touch Window From Outside", on TCPMP it is called "Fill Screen" and in the Zoom section of the options menu. I've never used any HTC video player application so I cannot help on that end.
With todays standards, there are several Aspect Ratios, though the most well known Aspect Ratios are Widescreen/Letter Box [16:9]/[16:10] and Full Screen/Standard [4:3].
If you wish NOT to download/install other apps to watch a movie in simple Full Screen mode, just make sure the video you want to watch in full screen is atleast 4:3 ratio.

Is there anyway to reduce the video size of Android
You can use MX Player to see videos and change the zoom to more or less by pinching the screen, just like when viewing a picture. There is other gesture support too like changing the volume and brightness. All in all its probably the best video player for Android...
If you are by chance referring to the screen resolution to make your screen smaller for all of your Android display and not just while vieweing videos, then you need to root your phone and use an app like NOMone Resolution Changer

Oh I see! Sorry about that haha!
There are many apps you can use for video file conversion similar to how you would do it on a PC. One such app is Video Compressor, but you can search for many on Play Store if you type in keywords like 'video file size reduce' or 'video converter' etc.
However, if you are sharing on Whatsapp then it automatically reduces the size greatly and before sending and it happens quite fast somehow as opposed to using a video converter. There is no apparent loss of quality as long as you are seeing that video on a phone screen I suppose. If I want to share the video on something other than Whatsapp, what I usually do is Whatsapp it to myself to another phone or to my brother's/friend's phone and then share that file.
I really think Whatsapp has a very good and fast video converter built into their app which they should offer separately!
steps to reduce the video size
1. After installing Video Converter Android on your device, launch it and import the video you would like to shrink. After you select the video, tap the Convert option at the bottom of the screen.
2.Select Manual profile to convert the video and reduce the resolution, bitrate and FPS of the video. The recommended settings while reducing the size of the video is 176×144, 800 and 23.98 respectively. Leave every other settings as it is and convert the video.
The tool will process the video and reduce its size considerably. If the receiver will view the video on the device itself, he will hardly notice the reduced quality. After the conversion is complete you will see the video in the Android Gallery from where you can share it on WhatsApp or at any other social network.

You can just use pan & zoom functions to achieve the same. BTW, we are adding more controls to zoom function to individually control vertical or horizontal zoom. You may stretch the video as you wish by using the new zoom controls.

I know there are many apps that will allow videos to be used as live wallpaper, but all the ones I've found require the app. Is there an app or PC program that will convert a video to a native live wallpaper so it doesn't need the 3rd party app to work?
If video is in MP4 format - and video's FPS and resolution matches Android device's defaults - then you don't need an extra 3rd-party-app.

I'm wanting to use it for my Home Screen. My Samsung Galaxy S10e only has the option to make a video into a lock screen wallpaper. Am I missing something or is the feature not available on Samsungs?
