go to the very first thread in this forum and search, you should find helpful links there, also read rules about starting new threads because you should not have started new thread for this.

Well you got bootloader! So you should be able to flash to any ROM! Dont ask how! If you read the sticky you will know...

i'm trying to upload a rom but whenit gets to 1% it just restarts .....any remedies

Well, a little more information would be helpful in trying to assist you with your problem.
What device do you have?
What ROM are you trying to flash?
What is your IPL/SPL?
Is the device HardSPL or are you using the USPL method?
But first and foremost, make sure you search the forum before you post as I have seen this issue before and reading the threads will give you the answer you seek.

Before you go any further with flashing :
1. what kind of device?
2. what rom?
3. have you read the noobs guide to flashing?
4. if you havent read the noobs guide - search for it - and read it.
5. post these questions like about the phone restarting in the thread of the rom that you are flashing.
6. repeat step 4

i have got one kaiser user locked. I wnat to unlock it. I guess i need to do a harrd reset. Can anyone tell me how to do that??

I have rooted my device with ClockWork Mode Recovery & installed SU,
After this I tried to install custom ROM I have successfully installed this ROM ->[cm-12.1-20150807-UNOFFICIAL-enrc2b.zip]
So after that I reboot my device and all I was getting the ANIMATION of Cyanogenmod
Tried going to revocery mod but it brings me back to fastboot or the same animation screen
PLEASE HELP !

Hello everyone I wish I could help with a problem, I have a HTC One SV and try to unlock the bootloader, followed all the way, the problem is supposed to end when I*put the code, fastboot flash unlocktoken Unlock_code.bin is supposed to get out the option of releasing the bootloader on the phone but just blinks and does not occured please someone help me.

If I knew more about the HTC devices I would have given you exactly what you needed, I tried getting you where you can ask other people with your phone because they would know.
