How does the Deivce gets the Weather Info of the 'set' city that is shown in the Today Screen, like sunny, rainy and the temperature.
Does it use the internet, GPRS or something?

Of course
It has to connect to the internet by any means: GPRS, WIFI, etc...

It's to do with Google's Location services, and network triangulation. To send your location to Google, your phone will either use the GPS, local cellular/WiFi networks or a combination of both. I experience the same thing in Australia. If the signal in your hometown bounces off a tower in another town, you will sometimes see that town listed as your location. If your Weather service has no information on your hometown (unlikely, but possible - mine doesn't seem to exist) it'll also show the nearest location instead (300km away for me, haha). Kinda makes the Location service a bit of a joke if you're out of a metro area!

It can get very annoying. You can increase the accuracy of the location fix by enabling wireless network and gps triangulation in Android settings, at the expense of (much) battery life.
I would like to ask if this is a "known" issue on the desire S. Because whenever I try an app which has a geolocation feature , Ex. Facebook check in, lightbox, etc, my location and places nearby are not accurate. It's showing a location that is 8-10km off on my actual location. I'm using a wifi connection when running these applications.
I tested my brother's galaxy tab with the same application, and to my surprise, the location shows exactly where I am and places nearby are also displayed like coffee shops, buildings, supermarket, etc etc.

I have notice also that for the meteo location the accuracy is not perfect.
On my hd mini the city is correct but with the desire s it shows the town that is 5 - 10 km near where I 'm.
Try running GPS Fix first, get a fix and then run those apps again.
After updating google maps, my location now shows that I'm in China! wtf? It's really waaay ooff now, I'm currently in the Philippines. :/

I noticed my satnav putting me beneath the road very often. I used GPS Status to look at the gps details. Then a saw that it had a faulttolerance of between 30 and 150 mtrs. So I am not speaking kilometers ;-) but after letting GPSFix get a fix the problem disappeared, and now I am getting a failt tolerance of between 3 and 8 meters. (location the Netherlands). So GPS Fix somehow helps, I understood it has to do with loading a-gps data?

Before problem - little info: I dont have any internet access bought, I only surf via wifi. I've read few sites what to turn off and not have enormous credit loss. But it looks I forgot something.
Problem - just checked my credit status. By one day, Ive lost 10€. Ive done only two short phone calls. That cant be the reason.
But I just realized that I tested a widget yesterday, from 'News and weather', which was preinstalled. I thought that I will update it only when on wifi.
I was suspicious when the Weather widget was able to change info about temperature, even that I was not on Wifi, during the whole day, three times.
But how? How could it access to internet? Is that even possible? I use only 2G, data transfers off. Ive also find something in settings of accounts and synchronization, data in the background. It was on. Could that be it?

I am very dissapointed with GPS accuracy in my inspire. it is very inaccurate. nothing compared with my old Aspen. not even when I have downloaded a couple of APP to fix this, it sometimes (most of the times) show inaccurate position. For example When I am on the Road in a bus, it shows me out of the road.
I was at my girlfriend house and I wanted a friend to see me there, but GPS shows I was in another place near my home, that sucks. My friend doesn't beleive I was at my girlfriend home, he says I was at home, and I opened my google maps and I was going to use Latitude to show him I was in my girlfriend house, but GPS played a dirty trick to me.

I use absolution rom on my inspire with the gps script from crypted. When i run gps status i get accurate to 12ft when outside. nothing in apartment but i dont get signal in there either.

Sounds like your friend has some issues...

My Friend? not at all. GPS fail in my device.
and now it is worse, I notice that the Big Clock of the main screen was wrong, it was one hour behind of my real time and it shows I was in Cincinnati, I opened google maps and the F...ing GPS locate me in Cincinnati and I am very far way from there. I live in Dominican Republic. So now my GPS is crazier than before..
Ohh no. I miss my Aspen GPS accuracy, this sucks. I had a excellent accuracy with my Aspen and I had to do nothing to fix it. and With this s..t I am tired of doing things to fix it and nothing works...
Showing you in Cincinnati is not an accuracy issue. Sounds like it isn't connected period. Also shows that in your location settings you don't have "use wireless networks" selected or you would start off in the correct country at least.
Sitting in your girlfriends house will not give you a good gps connection. Go outside and allow the phone to get a connection in the open sky with all the satellites available. Same as when you are in your car. Get that phone up on your dash and not on your lap.
As far as time I would say it is an incorrect setting on your phone? Are you using ATT? Is your phone set to use the "Automatic" setting for network provided values or did you set your time and timezone manually?
Not once have you mentioned what ROM you are running on your phone? This can make a difference. If the GPS connects (the satellite icon in taskbar stops blinking) then you should be connected and it should be fairly accurate. If it is blinking then you are not connected yet. Get it in the open sky.
After doing the basics it could end up being a faulty antenna connection on phone. But before discussing that you need to cover the basics and give more basic info. Turning on a GPS app in your girlfirend's bedroom, not giving it clear sky, or waiting for a few minutes for initial connection is not good basics. Always have to think there might be operator error present.

The phone came back to normal again. Thanks for the info. I haven't noticed that GPS icon stop blinking.
Regarding time. Well is not incorrect settings. I have it manually, because if I chose "automatic" it shows one hour ahead of my local time. I think it is maybe because of summer time which we don't use it here. Time issue begin when the phone started to locate me at Cincinnati, and in the big clock shows Cincinnati time, anyway phone clock was unchange, but since I've always tell the time by the big clock it became a problem to me.
When I was at my girlfriend house wanting to be located there, I wasn't inside the house neither in open sky.
My default HTC weather widget refuses to show the current location. I travel around the country 4-5 days a week and my phone never shows my current location. GPS on, GPS off, even when I edit the widget and select 'Current Location'. In fact, the location of my current location is always called 'current location' so I have no way of knowing what city I'm pulling data from. I've tried removing the widget and placing it again, and of course I've tried a reboot. Any other ideas?
The HTC weather app doesn't determine location from GPS, it uses the cell network and WiFi networks.
In Settings>Location, do you have "Google's location service" checked?

Yes, I've changed it to my local home town, rebooted and then changed it back to "my current location". It's showing weather from a place I worked last week that isn't saved as one of my favorites.

Probably a GPS bug, if I were you I would just download a new widget/app to use as a temporary fix
