here is a shipped arabic rom or actually an english wwe rom with an arabicizer click me- still why do you want an arabic rom just install the arabicizer cab in your current rom and it will be arabic enabled if you need an arabicizer it can be found here click me

Do you have a PTG Kaiser?
If yes, you can dump the OS and try to reconstruct (but don't know if works good, only for testing purpose...).
I think there is no shipped PTG ROM for now.
