Gullums multilanguage ROMs do this.

Do a search of the Prophet forum for "gullum multilanguage ROM", and that should get you a result.

Do you have a PTG Kaiser?
If yes, you can dump the OS and try to reconstruct (but don't know if works good, only for testing purpose...).
I think there is no shipped PTG ROM for now.
