Please do a search, or try to create your own Dutch ROM. There is plenty of info about changing the language of the ROM's.

I can make a dump from a Dutch rom (I think although) from a Touch, but how to make it work on a Wizard.

Do you have a PTG Kaiser?
If yes, you can dump the OS and try to reconstruct (but don't know if works good, only for testing purpose...).
I think there is no shipped PTG ROM for now.

you need to flash a spanish ROM. That's the only way to change it.
