There is no dutch ROM for the S100, only the english one.
That one you can find on the ftp. When you take the one from the dutch site (Qtek.nl) you also have the dutch MMS and GPRS settings.

You need to find ipaq 5900 ROM that cooked in french language,.
its not possible to translate english to french without cooking / flashing the desired language ROM,.
