I had this same problem on a forum that I moderate. My solution worked extremely well, though. Every time someone created a thread that was not on topic, I just locked it. I didn't peruse the thread (except for the first post, on occasion, if the thread title was ambiguous). I didn't care where the discussion had gone. No post explaining why it was locked. I didn't move it. I ignored any PMs to me about it being locked (and created a sticky entitled, "Why was my thread locked?!" for those people to read).
This worked fantastically because (1) regular forum members stopped posting in threads that were not on topic, and (2) irregular members stepped up the quality of their posts because they were forced to read the rules.
So that's my suggestion. I'm willing to do it for you if you guys are in need of assistence.

I'm an experienced user, i've been using roms on my old 32A Magic phone for a while never had to ask stuff really, but now I have a problem with the new CM7.2 ROM and I really wanted to ask something in the proper thread but since I didn't have the previleges I have to open a thread and post stuff to reach to minimum number of posts. Sorry for inconvinience dear mods.

First off, starting threads to complain about the 10 post rule is just silly. The mods will most likely delete it and you'll be back to 0.
Secondly, if you have a question then just search the Q&A forum for your device, and if it's not already asked then start a thread there.
Personally, I hate people asking questions about ROMs and the like outside of the original dev thread. I think the 10 post rule should only apply to creating threads in the dev forums, not posting.
But I digest.
As I said - the Q&A forum is apparently the correct place for this.

I agree..it's pain in the arse..i understand the reasoning but when you've worked in IT or have some semblance of knowledge it's very frustrating and makes no sense when it's a comment about a thread it should be within the thread...i shouldn't have to jump thru hoops first to show that i can post...it surely can't be worse than some of the other crap i've seen people posting..esp when it's already been answered earlier in the thread...that's just lasy...or dare i say it..stupid

Question & Answer section is not a place where everyone can open a new thread with the own question. It is needed to search before, read the sticky threads, read the wikis, read and read once again, and post in an existing thread, if necessary. Repetitive topics will be deleted/closed without previous notice. Topics like 'urgent help' or 'do I brick my phone?' and so will be deleted/closed without previous notice.
