Questions
How to check the version on your PDA?
Is it installed by default ie. in the EXT ROM? I can't find it
I can't find it in the 'Remove Programs' too
However, when I ran Hitchhiker 0.31 it tells me that my version is SP2 Final and it also says that I need 1.0 SP3 or later to be compatible.
What is the latest version and where can I download?
Can someone point the address to download?

I downloaded the .NET compact framework SP3 from the microsoft website. This was for Hitchiker 0.31 like you have found.
I had to findle with the installation file on my PC and XDA2i but eventally somehow it was accepted and installed and upgraded on the XDA. Download SP3 from:

Use the software at http://www.kasuei.com/netcfversion/ to check your version before and after.
I now have Hitchiker 0.31 and .NET SP3 all working fine.

Seems not to. I've just installed it and then done a soft reset and everything looks fine.

TLR Kaiser Hybrid 1.08.02.03, 6.1 VF ROM / VF Radio + WLM + CF removed

As the title says, this is a WinMo 6.1 hybrid, with Vodafone ROM + Radio (both newest), Windows Live Messenger from the HTC 6.1 build and .net CF / SQL Mobile removed so that you can switch between either 2.0 or 3.5 installs at your leisure using the appropriate CAB (good for developers who are testing!)
This ROM is in a Vodafone style, but HTC Home is available for selection, and the Vodafone'ness is easily disguised!
NO OTHER CHANGES!
Aside from WLM / .net changes, the contents of this ROM are completely stock.

Which one? Your Smartphone/PDA probably has CF .NET 1.1 or 2.0 already in the ROM.
Run \WINDOWS\CGACUTIL.EXE , it will pop up a windows with the installed version(s) in it.
Others must be downloaded and installed from Microsoft

BSB tweak problem

tried installing BSB tweaks but keep coming up with "this application requires a newer version of the Microsoft r .net. Compact framework than the version installed on this device" being new to the WM device can anyone help out??
A search will tell you that you need to install. the compact.net framework
usually you need to install .net compact framework 3.5
just google that, and download it from microsoft website.

Consider using HD2tweaks which is similar to BDB Tweaks. It does not require net cf.
