Question... What Windows software tool would you use to measure 3G signal strength, downlink/uplink throughpu, packet loss with metric results? Im creating a survey kit for my company and cant find what I need. Everything is for Wi-Fi that I have found.

Has anyone seen any network monitoring software for the xda ii? By network monitoring I mean a program that displays site ID & sector, signal strength/distance from site. Basicaly I'm after the equivalent of engineering mode on Nokia phones.

I dont think this is supported at all.
For Location Information you can use search button and under the search bar you will see your current location provided by GPS or AGPS (this would be much more accurate than tower location information)

well I am aware of getting the info via GPS / AGPS. The main use of Cell Broadcast / Cell Info Display / Area Info that Cell operators send service messages / current tower from where we are receiving the signal and some other info which is not possible via GPS / AGPS. Hence needed to enable Cell Broadcast / Cell Info Display / Area Info for the Windows Mango phone. I have regular mobiles in which this can be easily displayed by going in to settings but I see no feature in Windows Mango phone

That's probably because "Windows Mobile 7" never shipped on any phones. The project was cancelled a couple of years back and none of the software or handsets was ever released.
So has any one found a solution to this issue?
I think this is a necessity, because like in my area the telecom company if told which Cell Tower is shown up on the display fixes the issues a lot faster than if we just told them the area. Because this Cell Tower helps them identify the exact tower which is causing the problem, rather than having to roam around multiple towers to find which tower is the problematic tower.

I was wondering if anyone knew of any drivers/apps/ROMs that allowed a device owner to use his/her device to relay voice and/or data? For example: I have a phone with this relay software, and I'm in a place where I have good signal with the carrier tower, my buddy on the other hand is not too far away (couple miles?) possibly with line of sight to me, but does not have any connection with the carrier. I allow him to use my connection, and he uses my phone as a signal relay to make a call or access the web, etc.
Seems like every time I search for 'android relay' I get the phone called relay, and 'android 4g hotspot' refers to 4g to WiFi hotspot.
The only suitable 3G plan my service provider has is a one where 2G and 3G usage are separately billed. They have 2 separate caps and running through either has serious effects on my bill.. (Like it did last month! )
I am trying to find a way of measuring my 3G and 2G usage separately.
Is there any application that can already do this? I tried to search, could not find anything.
If that is not possible a Tasker solution would be fine as well.
I have seen this file: /proc/self/net/dev, it mentions mobile and wifi usage separately but does not discriminate between 3G and 2G. Is there any other place where this info can be derived from?
My last resort would be to manually count the traffic in Tasker but it doesn't seem very elegant way of solving it.

we have a problem in Germany. There is a service with unlimited mobile lte traffic (no speedstep down), but the provider has bound the service to a special router with imei fencing.
The problem is that the router is a faulty (high pings, often disconnects, high cpu usage, low quality antenna ports (no way to get under -6 dB rsrq)) mixture of three routers. One smartphone cpu, one very old lte router (B880) and a VDSL router.
In order to use the unlimited lte sim into a another huawei stick, its neccessary to change the IMEI of the stick to the IMEI of the special router.
Is that possible ?

You will find no help here. Changing the imei is illegal in many places (as are any tools. To do so) and as such all talks are banned on xda.
