So I recently upgraded to a Droid Razr HD, not realizing the bootloader is not unlockable. What are some good phones that have unlockable bootaloders? HTC One looks good.. Any suggestions?

I'm looking to change to a 4G phone before Verizon goes to their tiered data plan. However I know that Motorola basically said they don't want people hacking their phones, did they ever reconsider this? I know HTC just announced new phones will have unlocked boot loaders, but the Bionic from Motorola looks pretty sexy.
Does anyone know if Motorola has realized how dumb they're being, and are they unlocking the new bootloaders or should I just get either an HTC or Samsung?
I have a XT296 (Motorola Droid Razr Maxx HD) phone from Verizon. *I bought the phone used from eBay at full price. *I'm trying to determine if my phone is a developer model. Is there a way I can check this? If not, considering that the phone itself was bought off-contract, could I use this as a reason to convince Verizon or Motorola to provide me the ability to unlock the bootloader?

If its a Dev Edition its written on the back. And no they wouldn't let you unlock the BL 'cuz if they allowed you they would have to allow others too. Only Dev & XT925 can be unlocked.

My wife and I are thinking of upgrading our phones soon and I am wondering how much our phones are worth? I have seen those sites that offer $60... up to eBay saying $120 but thats without an unlocked bootloader or being rooted. I know the number of devices with unlocked bootloaders are getting slimmer and slimmer....so what do you think they are worth? I figured it might be worth more to an android enthusiest.

I am looking to get a Verizon phone with unlocked bootloader. I've had good luck with the signal of Motorola phones. I have found a moto x and a razr maxx HD both for around 230 with unlocked bootloaders.. I really would like to pay less but this is the best I could find. The moto x seems like a better buy to me aside from the battery. My goal is the best signal and battery life of a unlocked bootloader phone on Verizon. any input?

History:
I bricked my original OEM Motorola Moto Z4 (bought direct from Motorola). The only reasonably priced replacement that I could find is the Verizon version of the Moto Z4. I purchased two Verizon phones (don't want to loose access to my Moto Mods again). The Verizon phones are unlocked and work with my T-Mobile SIM.
However:
The Verizon ROM is a little quirky and is definitely missing features and settings that were available on the factory ROM phone. I REALLY want to replace the Verizon ROM with the Motorola factory ROM on these carrier unlocked phones.
I am willing to experiment with one of my replacement Verizon phones.
The big questions:
Can this be done (ROM replacement)?

The frequencies supported on the Verizon version of the Moto Z4 are not exactly the same as on the original Motorola OEM Moto Z4 version. Will this return the frequencies back to the Motorola OEM Moto Z4 frequencies?
