Why is there not a project like Arduino for a phone or tablet? It could run CyanogenMod or AOSP. What makes it more viable is new Google's PDK announcement.
There have been a few.
The latest was Open Handset but it never went anywhere. Took way too long to get software released for it.

We are four young developers trying to raise money so we can spend all our time building Ares4droid; an open source p2p client for Android that will get access to p2p ares galaxy network.
The Ares Galaxy source code is free so, we only have to code it on Android Platform. What we need is the time it takes to create a elegant mobile version of this software. We are all ready to work for six months totally focused on building Ares4droid. We want to spend all our time writing code to give you a great piece of software. We are going to release our code as free software so everyone can make Ares4droid even better.

To start off, let me welcome everyone whom decides to help out. Once again, this project has a lot of potential. It honestly could change how we create ROMs. The idea that we can create an open base with no bias brings no limits. A ROM developer should not have to worry about an updated base or applications being modern. This project is meant to take that burden away and allow them the freedom to work on features. The community used to do amazing things and recently we have been slowed down. I challenge the community to create the base and unify the community.
