CWM only work with the micro sd card. You need to have the files you want to flash on the removeable micro sd card.
Also it only backup to micro sd card so you need one format as FAT 32

Could you elaborate on your question? I dont really understand what your trying to ask.
Not sure what you want to do but if you have a microSD card reader you can format the card with fat32.
Also another way is to boot into recovery (most recoverys have this) and you can format the sd card with fat32/ext/swap partitions.
I have noticed that when I flash new roms that some of the old folders and files are still intact on my sd card (phone internal storage), is there a way to format this? I noticed under cwm recovery there is a format sd card, would this accomplish what I am wanting to do or would that format my external sd card? If so is there any disadvantages or advantages other than cleaning up some free space?
thanks in advance!

You can format it and the disadvantage is if you have anything important or that you want on it gets deleted so go through and backup important stuff pics and whatnot

My Shield now shows the SD Card but if I try to move apps to it, it says not enough space. but when I plug SD Card into PC I can put files on it.

ExFAT is not supported and NTFS is read-only. You need to use FAT32, or try to format it to ext4.
It's a 64gb card an d I am using Windows 8. So what should I do?

It says it formatted card to fat32 but still does not let me move apps to it.
I can copy files to it on my shield by using a file manager so I know the system can use the card...
on my file manager it is under: Storage\sdcard1
I copied a test text file to the card and put back into the shield, and it's working now!
I just got this tablet and today I bought 32 GB SD card but when I try to move any app to SD card it moves to USB storage. So how do I move apps to SD card? And can anyone tell me what is USB storage? Thanks.
